In general, wartime is:

• World War II - Dec. 7, 1941 - Dec. 31, 1946
• Korean War - June 27, 1950 - Jan. 31, 1955
• Vietnam War - Aug. 5, 1964 - May 7, 1975
• Gulf War - August 2, 1990 through date to be set by law by Presidential Proclamation
The veteran must have received a discharge other than dishonorable.
The veteran or surviving spouse must meet certain income and asset requirements.
The veteran or surviving spouse must need the assistance of another person to perform daily tasks, such as eating, dressing, undressing, taking care of the needs of nature, etc.
